Freelance Consultant in marine environmental studies, Environmental Impact Assessments (EIA), marine biodiversity, Integrated Coastal Zone Management (ICZM), fisheries and aquaculture (CORSECOLOGIE research consultancy).

Agreco – Expert in Biodiversity, Marine and Coastal Protected Areas, and in managing conflicts in coastal zones, Gabon and Kenya – July 2017 to June 2018.

Study on the interaction between security and wildlife. The global objective of the study is to provide the European Commission with evidence (facts & figures) and robust information/understanding on the nexus wildlife-security (in all senses of the word including food security) in order for the Commission to 1) engage in a well-informed political dialogue on the wildlife-security nexus and 2) define an effective response and design programmes that mutually reinforce wildlife and security. The current study also contributes to objective 3.3 of the EU Action Plan against wildlife trafficking which invites to "Improve knowledge base on links between wildlife trafficking and other forms of organised crime and financing for militias or terrorist groups".

Wildlife trafficking concerns the poaching and subsequent illegal trade of species listed in the Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) like elephants, rhino, great apes, tigers, pangolins. (several billion euros of business annually) There are also particular concerns regarding illegal logging and timber trafficking (80 million m³ in 2013), and illegal, unreported and unregulated fishing (worth 11 billion US$). These represent serious threats to biodiversity conservation and account for sizeable flows of illegal commodities.

Fully responsible for the IUU (illegal, unreported and unregulated fishing) component of the project (organising the field mission, interviewing relevant stakeholders, analysing data, designing strategies to improve biodiversity conservation and security through the use of Marine Protected Areas, and contributing the the project's reports).


Agreco – Team Leader – Expert in Integrated Coastal Zone Management and programme evaluation, New Caledonia, French Polynesia, Wallis and Futuna, Pitcairn – April 2017 to July 2017.

Mid-term evaluation of the regional project INTEGRE. The global objective of this programme is to contribute to manage and add value to the PTOM (French overseas countries and territories) environment in a sustainable way and in the interest of the populations. Its specific objectives are the enhancement of regional cooperation in terms of integrated coastal zone management, and the planning and implementation of integrated management to address the challenge of sustainable development and biodiversity conservation in those territories. The programme includes two main activities: the planning and integrated management of pilot sites and the creation of a network of integrated coastal management areas on one hand; the implementation of integrated management activities of terrestrial and marine sites within the pilot sites on the other hand. Fully responsible for the evaluation (field mission planning, interviews with relevant stakeholders, site visits, analysis of collected data, report writing).


Human Dynamics – Key Expert and Thematic Expert in marine and coastal resource management, Mauritius, Indian Ocean, East and West Africa – 2013 to 2017.

Monitoring of Environment and Security in Africa (MESA) Programme. This pan-African programme’s objective is to support African decision-makers and planners in designing and implementing national, regional and continental policies and development plans towards sustainable development. Its purpose is to increase the information management, decision-making and planning capacity of African continental, regional and national institutions mandated for environment, climate, disaster risk reduction, food security and related responsibilities by enhancing access to, and exploitation of, relevant Earth Observation applications in Africa. Responsible for one of the Programme’s seven Thema (coastal and marine resource management), mainly in order to ensure the various Services become fully operational in the fields of physical and biological oceanography, fisheries management, and coastal zone management. Seconded to the Regional Implementation Centre for this Thema (the Mauritius Oceanography Institute) and its Regional Economic Community (Indian Ocean Commission) in order to facilitate the implementation of the Programme’s five Results: Improved and sustainable access by African stakeholders to Earth Observation (EO) data at continental, regional and national levels; Improved Earth Observation data and information services offered (NRM and coastal zone vulnerability assessment), contributing to better decision-making and planning at continental, regional and national levels; Improved cross-fertilisation (geographically and thematically) among regions on the African continent and with European partners, in the interest of integrated information services on a continental scale; Strengthened political and policy development frameworks sufficient to ensure an active and sustainable participation of African stakeholders in initiatives concerning Earth Observation for environment and security; Increased knowledge of African stakeholders with regard to EO information (sources, uses, limitations, policy implications, etc.) that will contribute to sustainable and long-term benefits.


Particip – Team Leader – SEA Expert, Italy and Spain – February 2015 to June 2015.

Technical Assistance to preparation of ENI CBC Programmes: Italy-Tunisia and Mid-Atlantique (Spain, Portugal, Morocco). The main purpose of the contract was to perform a full Screening (one of the steps of a full SEA) of each Programme. Responsibilities included consultations the Joint Programming Committee of each Programme, and with national authorities in Italy and Tunisia, and in Spain, Portugal and Morocco; review and analysis of each Programme; reporting to national authorities (Screening reports); and assistance to the JPCs and national authorities in decision-making regarding the relevance of performing a full SEA.


Nordic Consulting Group - Euronet Consulting – Team Leader - expert in sustainable development, governance and management, Commoros, Madagascar, Mauritius, Seychelles, Reunion, Zanzibar (Tanzania) – September 2012 to November 2012.

Mid Term Evaluation of the ISLANDS programme (phase I) and Formulation of a second phase. The purpose of the ISLANDS programme is to implement a sustainable development strategy in Small Islands Developping States. The purpose of this mid-term evaluation is to make an overall independent assessment about the past performance of the project, paying particularly attention to the efficiency and effectiveness of the project actions against its objectives, as well as indications of future impacts and outcomes; identify key lessons and propose practical recommendations for follow-up actions for the remainder of the project; and contribute to the formulation of a second phase. This should mainly confirm the relevance and feasibility of the project idea as proposed in the identification, prepare a detailed project design, including management and coordination arrangements, financing plan, cost-benefit analysis, risk management, monitoring, evaluation and audit arrangements; and prepare a Financing Proposal (for individual projects) and a financing decision.

Study for a new Thematic Action on Coastal and Marine Monitoring Services in the ECOWAS Region - MESA Programme. The Monitoring of Environment and Security in Africa (MESA) program currently under preparation (2013 – 2018) will reinforce and build on the ongoing AMESD program, using EO data and information products for environment and sustainable development, specifically designed for African users at regional, continental and national levels. In the framework of preparations of the MESA program, ECOWAS has expressed the intention to develop a new THEMA on “coastal and marine resources management” for the ECOWAS region. The purpose of this study is to carry out an assessment for the new THEMA on coastal and marine resources management for the ECOWAS region and help identify the regional implementing centre for this new THEMA. Specific responsibilities include: 1. To assess the scope of a new THEMA on coastal and marine resources management for the ECOWAS region, taking into account the overall objectives of the MESA programme; 2. To perform a comparative institutional assessment in order to propose the most suitable institution and an hierarchical list of other institutions to carry out the functions of RIC for the new afore mentioned THEMA in the context of the MESA program; and taking into account the lessons learnt from the on-going AMESD programme as well as the successful implementation of the same thematic area by the Mauritius Oceanographic Institute (MOI).

Indian Ocean Commission – Coastal zones and natural resources management expert, Mauritius – March 2012 to April 2012.

The objective of this consultancy is to assist the IOC Secretariat in preparing the tender dossier (its Terms of Reference) relating to the recruitment of the Technical Assistance Team that will be responsible for the implementation of the “Coastal, marine and Island Specific Biodiversity management in the ESA-IO Coastal States” Project. The ToR will be prepared on the basis of the existing Action Fiche and its Annexes (Technical and Administrative Procedures) and will be complete with its annexes (including Logical Framework Matrix). The ToR will commply with EU procedures in Project Cycle Management and format (template for Fee-based contract).

Mid-term Evaluation of the "Strengthening Fisheries management in ACP Countries" (FISH 2). The objectives of this programme include five result areas: Improved Fisheries Policies and management plans at regional and national levels; Reinforced control and enforcement capabilities; Reinforced national and regional research strategies and initiatives; Developed business supportive regulatory frameworks and private sector investment; Increased knowledge-sharing on fisheries management and trade at regional level. The objectives of this mid-term evaluation are to provide the decision-makers in the ACP Secretariat, the relevant external cooperation services of the EC and the wider public with an overall independent assessment about the performance of the Fish 2 in ACP countries, paying particular attention to the impact of the programme actions against its objectives; as well as To identify key lessons from this programme and to propose practical recommendations for follow-up actions. Final Evaluation of the Regional Programme for the Sustainable Management of the Coastal Zones of the Countries of the Indian Ocean – ReCoMaP. The objective of ReCoMaP is to enhance sustainable management and conservation of natural coastal and marine resources thereby contributing to poverty alleviation amongst the coastal population of South Western Indian Ocean. The final evaluation, will provide the IOC and the European Union Delegation to the Republic of Mauritius and the wider public with sufficient information to make an overall independent assessment about the performance of the programme, provide an independent assessment of the effectiveness of the Call for proposal scheme, provide an insight of the programmes action to strengthen institutional and human resource capacity (incl. Regional Centers of Excellence), make an economic assessment of the contribution of the programme to the countries and how it has contributed towards poverty alleviation, and identify key lessons learnt and to propose recommendations for follow-up actions. Technical Assistance for the Identification and Formulation of a Project for the Coastal, Marine and Island Specific Biodiversity Management in the ESA-IO region. The Specific objective of the assignment is the provision of a consultancy to assist the IOC in the preparation of documents (PIF, AF and related TAPs) related to the identification phase and formulation phase of a Coastal, Marine and Island Specific Biodiversity Management project in the ESA-IO region for their approval under the ESA-IO 10th EDF Annual Action Programme 2010. The main areas of intervention include: (1) improved and harmonised policies, legal and institutional frameworks for biodiversity management; (2) enhanced education and human resources capacity building programmes, as well as sensitisation, communication and information systems for biodiversity management; (3) development and implementation of standardised mechanisms for efficient networking for collection and exchange of data and statistics; (4) development and implementation mechanisms for the effective identification, adaptation and implementation of “best practices”, including through community participation; (5) valorisation and promotion of the biodiversity through sustainable economic activities.

Niras (Poland), Expert in marine biodiversity and marine Natura 2000, Croatia – October 2010 to September 2011.

Identification and setting-up of the marine part of Natura 2000 network in Croatia - Marine NATURA 2000, which purpose is to contribute to finalizing the marine part of the NATURA 2000 network (an obligation of Croatia as a country acceding to the EU), including preparation of a detailed programme of work for finalizing the marine NATURA 2000 network. The programme of work will be based on a consultation process with relevant stakeholders on marine biodiversity (including workshops) and available biodiversity data. Specifically involved in the identification and collection of data on marine biodiversity, recommendation for 2 pilot sites as potential NATURA 2000 sites, building capacity for inventory of marine biodiversity and identification of marine part of NATURA 2000 through involvement and education of amateurs from dive centres (including field training with SCUBA diving), standardization of methodologies for inventorying and monitoring marine taxa and marine habitats.

Agrotec Spa, Coastal Zone Management and Fisheries Expert, Turkey – October 2010.

Delivery of two workshops within the 12-month EU-funded programme “Technical Assistance for Introduction of Stock Assessment to the Fisheries Management System of Turkey”, which aims at preparing the Ministry of Agriculture and Rural Affairs for the introduction of the Common Fisheries Policy in Turkey, and establishing and improving the capacity required for ecosystem based fisheries resource management in Turkey. The workshop on ICZM and fisheries-aquaculture interactions included Integrated Coastal Zone Management or ICZM (concept and processes), ICZM tools (EIA, SEA, Sensitivity & Vulnerability Mapping, Monitoring & Evaluation), Coastal Zone planning and Fisheries/Aquaculture specific issues (Environmental impact of aquaculture, Disease impacts of aquaculture, Biodiversity issues). The Lagoon workshop included Mediterranean coastal lagoon formation and biology (physical, chemical & biological aspects), Importance of lagoons in CZM (Biological & Socio-economic importance, Lagoon planning issues in the Mediterranean (lagoon water quality, coastal erosion), completed by a one day field visit.

The Louis Berger Group, Coastal Zone Specialist - Pakistan – May 2010 to June 2011.

The objective of consultancy services is to prepare a regional master plan for addressing the flooding issues and providing proper drainage to the area on the left bank of the Indus River through appropriate structural and non-structural measures, including remedial measures for any outstanding deficiencies in the Left Bank Outfall Drainage system, measures for retention and/or safe disposal of drainage, storm and flood water, improvement of wetlands in the delta area and in the coastal zone (with numerous Marine Protected Areas and Ramsar sites) recognizing their environmental importance and considerable economic potential for the local communities. Responsabilities include inventory and assessment of existing conditions and identification of issues and problems, with particular emphasis on coastal risk management (storm surge, flooding, coastal erosion, seawater intrusion, natural resource management, and seismology, the project area being on a fault line). Identification of solutions covering structural and non-structural options, and institutional and management measures and their technical environmental and social feasibility, approximate cost, workability and ranking based on pre-feasibility level studies and analysis. Development of a comprehensive regional plan to address the problems of flooding and drainage composed of an optimal mix of improved structural, non-structural, institutional and management measures and to enhance developmental objectives in the study/project area (World Bank funded programme).

Evaluation of proposals submitted in response to the call FP7-KBBE-2010-4 Theme 2 "Food, Agriculture and Fisheries, and Biotechnology" of the Specific Programme "Cooperation", topic KBBE.2010.3.2-03: Modification of marine or freshwater algae to better suit industrial applications and KBBE.2010.3.2-01: Sustainable culture of marine microorganisms, algae and/or invertebrates for high added value products. In addition to the evaluation criteria and sub-criteria, the evaluation will also consider the involvement of European industry, in particular SMEs, and its close collaboration with leading research institutions, which should add to the scientific and/or technological excellence of the project. It also has to take into account the economic potential and the expected impact of the research to be undertaken.

ICZM project: Identification of practical actions to fight coastal erosion and formulation of a coastal zone study in Senegal. The global objective of the project is to contribute to setting up an Integrated Coastal Zone Management plan in order to fight efficiently coastal erosion, seawater intrusion, soil and groundwater salinization, within the framework of climate change adaptation. The specific objective is to prepare the ToR for the coastal zone study and an “Action Fiche” for financing by the Global Climate Change Alliance (GCCA). This Action Fiche will have to define: • the scope and content of a full study of the Senegalese coastal zones (ICZM study), • and practical actions to protect the coast against erosion, to be financed by the GCCA Initiative, which will be implemented in paralell to the ICZM study. Specifically responsible for all aspects related to ICZM, coastal erosion, natural resources management (incl. mangrove) and climate change adaptation (FWC Request 2009/215747).

Implementation of a Water Quality Index (WQI) system for lagoons in Mauritius. The objectives are: • Design of a comprehensive sampling and monitoring programme for Mauritius; • Development of a Lagoonal Water Quality Index; • Streamlining of institutional arrangements through Memoranda of Understanding. Responsibilities also included designing the evaluation method and analysis strategy, consultations with all relevant stakeholders at all levels (from Ministries and line Agencies to local NGOs), staff awareness and training activities, and the development of a fully functional database (FWC Request 2009/204155/1).

The objective of this project is to perform an ex-post evaluation of the LIFE Programme. The LIFE Programme is the EU’s financial instrument supporting environmental and nature conservation projects throughout the EU (establishment of protected areas, protected areas sustainable management plans, sensitive habitats or species protection and/or rehabilitation, Natura 2000 Protected Areas network). Responsible for the evaluation and country analysis for France and Italy. Each country analysis includes: • an overview of environmental problems identified in the annual report on the state of the environment in the countries; • an overview of the projects financed - input indicators (no. projects per year, budgets), • an analysis of the outputs, results, outcomes and impacts of the projects at national and EU level, and an analysis of the relevance of the projects to environmental problems, are the impacts sustainable? • outlook for the future.

BCEOM (France), Coastal environment and pollution expert – Tunisia – October 2008.

Technical Assistance to the project “Pre-investment study for the depollution of the Gulf of Tunis”, part of the “Identification of Priority Actions to Set up and Implement the Strategic Action Programme for the Mediterranean” (MAP/GEF). Assessment of the state of the ecosystem, its capacity to resist pressure and for recovery, and recommendations for pollution abatement priority actions.

IBF International (Belgium), Expert in European Commission Development Cooperation Procedures, EIA and Ecology – Guyana – April/May 2008 and July/August 2008.

Strategic Environmental Assessment (SEA) of the Sea Defences Sector Policy in Guyana (EU FWC Commission 2008 - FWC Request nr 150593). The objective of this SEA is to describe, identify, and assess the likely significant implications on the environment of the Sea Defences Sector Policy and Programme (SDSP) and to identify opportunities to enhance the programme resulting from a better understanding of environmental interactions . This information should be taken into account in the preparation of the support to be provided by the EC and during the implementation of the SDSP itself. The SEA will provide decision-makers, in the EC and the partner country, with relevant information to assess the environmental challenges and considerations with regard to Sea Defences Sector Programme and the envisaged Sector Budget Support. This information should help to ensure that environmental concerns are appropriately integrated in the decision-making and implementation processes.

iXSurvey (France), Project Manager, EIA Expert – Libya – January/April 2008.

Full Environmental Impact Assessment (including mitigation and preservation measures for sensible habitats, including coastal, and species, such as marine turtles) for drilling operations (oil exploration) off the Eastern coast of Lybia. Fully responsible for all aspects of the project, from writing the technical proposal through to implementation (including stakeholders consultation) and reporting. Responsabilities also included designing an Oil Spill Response and Management Plan, setting up a full Waste Management Plan, and coordinating the oceanographic and benthic sampling surveys.

Geotechnical and hydrosedimentological study for the extension of Pianottoli-Caldarello harbour. Responsible for all sedimentology issues: sampling plan, results interpretation in conjunction with the hydrological characteristics of the area, sediment balance estimate, accretion/erosion risk assessment.

SOFRECO (France), Environmental Expert/natural resources management – Tunisia – May/June 2007.

Formulation and identification of “Environment Programme in Tunisia” (FWC EUROPAID/119860/C/SV/ Multi – Lot 6). The project included the establishment of the Country Environmental Profile (state of the environment, policy and institutional assessment), the analysis of regional, national and international cooperation, and the identification of the Environmental Programme. Responsible for natural resources management (water and groundwater, soil, agriculture, forests, fisheries, biodiversity), marine and coastal environmental issues (in particular ICZM, coastal erosion, conservation), and natural resources management policies analysis. Meeting and concertation with stakeholders (EU Delegation, Ministry of Environment and line Agencies, Interior Ministry, Ministry of Agriculture and Water Resources, etc.).

Proposed Project Manager/Team Leader for the project “Technical Assistance to the Ministry of Fisheries and Marine Resources for the implementation of institutional support to fisheries management”. Responsible for the “fact finding” mission in Sierra Leone in order to prepare the proposal: gathering of financial information, meeting with main stakeholders in order to assess their needs and expectations (Assistant Director of Ministry of Fisheries, Director of Institute of Marine Biology and Oceanography, fishing companies, etc). Responsible for writing the technical offer, including understanding of the ToR, strategic approach, methodology, logframe matrix, activity time chart, etc. according to the 9th EDF procedures.

MariLim Aquatic Research (Germany), Evaluation Consultant – Corsica – July 2006.

Evaluation of the EU-funded Research and Technological Development programme: Seabee - a Benthic Explorer for Autonomous Monitoring and Sampling equipped with landing capacities (EU Fifth Framework Programme 1998-2002: EESD-Quality of Life and Management of Living Resources). The evaluation was performed according to the recommendations laid out in EuropeAid’s “Project Cycle Management Guidelines” (PCM), using the various documents produced within the programme, including the programme’s logframe matrix, and was adapted to the programme’s particular context (e.g. by selecting four of the five evaluation criteria: relevance, efficiency, impact, sustainability). The recommended report structure was followed.

SEABEE, European Commission - Principal Contractor – From January 2002 to June 2006.

Development of a Benthic Explorer for Autonomous Monitoring and Sampling equipped with landing capacities. The SEABEE vehicle will be able to dive and transit to the survey area after being launched from a boat, a harbour, or a helicopter; perform surveys by following a defined path at specified altitudes while switching payload sensors on and off according to the survey plan; take sediment and water samples at programmed locations, and record environmental and geological data while performing the survey; surface at a predefined location and wait for recovery, or return to launching point. Fully responsible for the coordination and assessment of the "End-users Requirements" (re. water samples, sediment samples, in-situ measurements and survey requirements), for the Mediterranean sea test of the prototype, and for the assessment of the "Economic and Scientific Benefits" of this new monitoring and survey technique. Safege Consulting Engineers (Kuwait Branch Office), Project's Chief Scientist – Persian Gulf (Kuwait) – From March 2003 to September 2005.

Chief Scientist of the project “Five year Program for Monitoring and Assessment of the Environmental Consequences of the Iraqi Aggression in Kuwait: Monitoring and Assessment of the Environmental Damages and Rehabilitation in the Marine and Coastal Resources”. Responsible for a team of over 20 scientists and technicians. Supervising five oceanographic campaigns per year, investigating all compartments of the Kuwaiti marine environment (water physico-chemical characteristics, phytoplankton, zooplankton, ichthyoplankton, neuston, coral reefs and coral reef fish, fisheries [demersal and pelagic finfish fisheries, shrimp fisheries, pearl oyster fisheries], benthic communities, sediment, and coastal habitat mapping and characterization). In charge of writing or reviewing all the programme’s reports, including the review report on which the Kuwaiti Governement will base its claims for damages to the United Nations.

MariLim Aquatic Research (Germany), Project Scientific Director – Persian Gulf (Iran) – From December 2004 to March 2005.

Environmental Impact Assessment and Environmental Management Plan for a large coastal development project. The EIA will include bathymetry surveys, habitat mapping (using a towed underwater camera interfaced with a dGPS), ecological and flora and fauna survey (UW camera and SCUBA diving using standard in situ non-destructive techniques), sediment and water characterization (including CTD profiles, and water and sediment samples analysis), impact assessment, alternative design and strategy, mitigation measures, and long-term impact monitoring strategy. Specifically in charge of proposal design, development and implementation (according to ROPME and EU guidelines), field work supervision, data analysis, and strategic planning (alternative engineering solutions, mitigation, monitoring strategy).

Environmental study of a 500 km2 area along the Algerian coast where the Algerian Government is planning to set up a National Marine Reserve. The study included fauna and flora inventory, habitat mapping, bathymetry, 3D cartography and population biology of the red coral populations. The final aim of the project was two folded. First, determining the exact location, boundaries, and organisation of the Reserve and, second, designing a management plan for the Reserve (including aquaculture and fisheries sustainable development), taking into account the local socio-economic factors (Funding Agency: The World Bank). Senior Ichtyologist, specifically responsible for the fisheries and aquaculture aspects, Expert in red coral biology, co-writer of the final report and responsible for translating it into French.

Environmental impact assessment prior to the setting up of a mussel farm in Galeria bay: Ecological Study (fauna and flora surveys, habitat mapping, assessment of the general hydrological characteristics of the area). Responsible for all the scientific activities of the laboratory. Managed, supervised, or took part in multidisciplinary research programmes, oceanographic expeditions (including two 3 week-long expeditions to Sardegna and Sicily as fish expert for the Musee Oceanographique de Monaco), environmental/conservation studies (endangered/protected species, pollution), and EIA (sewage ocean discharge, beach erosion, harbour construction). EIA: Study of the marine environment prior to the building of an ocean waste water discharge at Ile Rousse (Corsica). Granulometry, hydrology and ecology. Principal Consultant and Team Leader (team of five, including crew). Fully responsible for the field work, which involved the use of a 20 m oceanographic research vessel, zodiacs, SCUBA diving, current meters, thermic sensor chain, drogues, geodimeter directly linked to a laptop, underwater photography and aerial photography.
